Domain Name



Summary

The Computer Science Department of the University of Chile (Departamento de Ciencias de la Computación de la Universidad de Chile, hereinafter "DCC" or "NIC-CHILE") is in charge of registering the domain names in our country. The DCC is an IANA's delegated entity (International Assigned Number Authority), which has issued a Regulation that is in force since September 9, 1997 and whose purpose is to regulate this matter. This policy establishes the following procedure in order to obtain a.cl sub-domain name.

 

1) The applications to register a domain name must be filed exclusively by electronic means and DCC shall publish them on a Web Site specially made for the applications in progress, within three working days since the admission date of the application.

 

2) The application shall remain in DCC's Web Site, during 30 "calendar days" and during this term the third parties that eventually may be affected by those applications shall be able to apply for the same sub-domain name. When there are two applications for the same cl sub-domain name, the assignment of said registration is suspended temporally.

 

3) lf 30 days have gone by and two or more applications are in progress for the same .cl subdomain name, the DCC shall notify a hearing settlement held by a mediator appointed by DCC in order to reach a possible agreement. If the mediation process is not successful, the DCC shall appoint an arbitrator of the list published in the Annex of the Regulation hereinbefore mentioned, whom shall resolve without recourse the assignment of the sub-domain name among the applicants.

 

If 30 days have gone by and there is just one application which has all the demanded requirements, the next step is the registration once it has fulfilled the procedure established in the following number.

 

1) Domain Name Application

 

This service includes the filing and prosecution up to registration of a Domain Name application. In order to apply for a domain name, we need to know the required domain name, complete name of the holder, address, telephone and facsimile numbers.

 

Please be advised that we will require a power of attorney, as per enclosed form, duly executed before a Notary Public and legalized by the competent Chilean Consul in the country of its execution, in order to be able to represent your client in the procedures mentioned above, if there are two or more applicants for the same domain name.

 

 

2) Opposition against Domain Name

 

The procedure established by DCC grants the possibility that every person eventually affected by an application filed by a third party, may also file, within the term of 30 days since the application was filed, the same domain name, opposing in this way the "illegitimate" application.

 

 

3. Litigation before Arbitrator

 

lf no settlement has been reached, the Regulation in force establishes that the arbitrator, designated by NIC CHILE among the arbitrators nominated in the Annex of the Regulation hereinbefore mentioned, shall determine which party has better rights, over the requested Domain Name.
